Membership Policy: Membership in Civil Air Patrol (CAP) is a privilege, not a right. It is reserved for those individuals who desire to promote the objectives and purposes of CAP and who meet the eligibility requirements outlined in CAPR 39-2. (See CAPR 39-2, para 1.1.)
Volunteer Service: Civil Air Patrol members are not employees of the CAP; they are volunteers who provide their services for the public good without expectation or receipt of salary, pay, remuneration or compensation of any kind. (See CAPR 39-2, para 1.1.1.)
